Auburn City Council
Thursday - January 22, 2009
6:00PM

Staff in attendance – Mark Palesh, City Manager; John Rossi, Corporation Counsel; Debra McCormick, City Clerk; Gary Giannotta. Police Chief; Lisa Green, Comptroller; Jenny Haines Planning Director; Gerry DelFavero, Public Works Supervisor; Christine Selvek, Capital Improvements Project Mgr; Crystal Purcell, CDBG Program Manager; Coleen LaMay, Deputy City Clerk, Tiffany Edwards, Planning Dept., Bruce Ross, Engineering, Tony DeCaro, Water Department.

Roll – Councilor Graney, McNabb, Smith, Brower and Mayor Quill – Present.

Mayor Quill led the Pledge of Allegiance and asked for a moment of silent prayer of reflection.

Mayor Quill opened the Hearing for Public Comment on the Community Development Block Grant.

Colin Sullivan, representing Options for Independence, thanked Council for previous support and commented on the value to taxpayers of keeping citizens with disabilities in their homes.  

The Mayor kept the Public Hearing open and invited members of the public that wish to be heard on other topics to come forward.

Public to be Heard  -
Ron Quill, 5 Case Ave. congratulated the City for keeping the budget on track.

Presentations and Proclamations –
Crystal Purcell, CDBG Program Manager, presented Council with an overview of the 2009-10 CDBG Action Plan.  

The City Clerk read a memoriam to commemorate the life of Sarah C. Benham, City of Auburn Records Retention Clerk who passed away in January.

City Councilor Gilda Brower read a passage from Martin Luther King’s “I Have a Dream” speech to honor the birthday of Dr. King.  Councilor Brower also commented on the January 20th inauguration of President Barak Obama and the significance of this in relationship to the work of Dr. King.

City Manager’s Report – The City Manager gave a brief report.

Ordinances – None.

Resolutions  

Budget Resolution #6 of 2009 amendment to 2008-09 Budget to Support City Manager’s authorization to approve a request by the Fire Department Chief to fill a fourth Assistant Fire Chief’s position.    VOTE: Councilor Graney, McNabb, Smith, Brower, Mayor Quill, aye. CARRIED

Bid Resolution #7 of 2009 authorizing award of bids for the purchase of
Chemicals for 2009-2010. VOTE: Councilor Graney, McNabb, Smith, Brower, Mayor Quill, aye. CARRIED

Agreement Resolution #8 of 2009 requesting permission for City Purchasing Agent to enter into an agreement with Cayuga-Onondaga BOCES for a cooperative bidding process for purchase of paper supplies for 2009-2010 VOTE: Councilor Graney, McNabb, Smith, Brower, Mayor Quill, aye. CARRIED

Council Resolution #9 of 2009 for Council to approve the submittal of a grant application to the National Endowment for the Humanities Interpreting America’s Historic Places: Planning Grants in the amount of $40,000 and authorize the Mayor to execute the application. VOTE: Councilor Graney, McNabb, Smith, Brower, Mayor Quill, aye. CARRIED

Council Resolution #10 of 2009 to change Council meeting of Thursday February 5, 2009 at 6:00 p.m. to Tuesday, February 3, 2009 at 6:00 p.m. VOTE: Councilor Graney, McNabb, Smith, Brower, Mayor Quill, aye. CARRIED

Appointment Resolution #11 of 2009 Council approval on Mayor’s recommendation to appoint members of AIDA. VOTE: Councilor Graney, ABSTAIN, Councilor McNabb, aye, Councilor Smith, ABSTAIN, Councilor Brower and Mayor Quill, aye. CARRIED

Budget Resolution #12 of 2009 approving a transfer of $40,000 from Contingency for the purchase of road salt.  PULLED

Appointment Resolution #13 of 2009 Council approval on Mayor’s recommendation to appoint Chairman and members of Economic Zone Administration Board. VOTE: Councilor Graney, McNabb, Smith, Brower, Mayor Quill, aye. CARRIED

Mayor Quill asked if anyone would like to be heard regarding the CDBG Action Plan.

Doug Vereers, Cornell Cooperative Extension spoke to support the plan and acknowledged the good works of the City’s Planning Department Staff.  

Mayor Quill closed the Public Hearing at 7:15PM.

Other Business –
Councilor Smith asked for clarification on the procedure involved when a town Fire Department requests assistance from the Auburn Fire Department, specifically referring to a Weedsport fire.  Chief Hammon explained.

Councilor Smith also asked why the corner of Genesee and Chestnut Streets are torn up.  The City Manager agreed to look into this.  

Council adjourned to executive session at 7:20PM and returned at 7:45 and adjourned.
